I'm 14 weeks pregnant with high bp and on hypotone. experiencing swelling in hands & feet. ob/gyn said it's due to allergies. i'm worried it may be preclampsia as i get a lot of headaches recently. is it water retention maybe? any advice?

If your placenta : is normal , then it very unlikely to have preeclampsia at 14 weeks, usually after 20 weeks at the earliest. An abnormal placenta called a molar pregnancy can cause very early preeclampsia.
