At 39 weeks, blood pressure was of 118/72 with a trace of urine & swelling of feet, ankles & hands. could it be preeclampsia?

Pre-elampsia ?'s: Normal BP at 39 weeks of pregnancy is usually lower than in the non-pregnant state, and is roughly 100/60 or so. "Swelling of feet" and a "trace of protein" can be a normal finding at 39 weeks. Other lab tests should be done and your OB physician can determine when it is the right time for induction of labor, if tests are abnormal, or more protein is found in the urine.
