No : Pre-eclampsia doesn't start before 20 weeks at the earliest and usually after mid 3rd trimester. Chronic high blood pressure, eating too much salty foods and even kidney issues can cause swelling early in pregnancy. See your doctor.

Yes, but: Pre-eclampsia does not develop before 20 weeks gestation in a normal pregnancy. However, in the presence of molar pregnancy, especially when there is a partial mole, pre-eclampsia (usually very severe) can result and usually does occur before 20 weeks gestation.
