Neck rash: This redness, flaking, and dryness may well be due to excessive sun exposure and there may be a need for moisturizing lotions( apply after wetting skin) as well as protection from Sun and wind. Lack of itching makes an allergic reaction to clothing unlikely. Consult a dermatologist as needed.
