Doctor can examine: Rashes, dots, or spots are hard to describe in words. On the shaft of a penis, sometimes they are comedones or maybe bumpy hair follicles without hair. One's primary care doctor can examine to see what is happening. A video consultation (available on HealthTap) may be adequate if lighting and camera are good.
