In-person exam helps: Skin bumps are hard to describe or visualize in words. A primary care doctor or a dermatologist can do an in-person exam for a diagnosis. Bumps may be due to eczema, psoriasis, contact with plants or chemicals, excess friction, etc... Bumps that look like they might have some clear stuff inside, but don't break open easily, can be a problem called dyshidrosis, which is related to eczema.
