Dysdidrosis?: Likely dyshidrosis, a type of dermatitis. Could be fungal but less likely, however only way to be certain is to get the help of a derm who can do an in office cheap test ( koh) and tell for sure in 5 minutes without guessing.

It is completely : Possible it is fungus. I think the term athletes foot is reserved for fungus on the foot.
