Doctor can evaluate: One's primary care doctor or an endocrinologist have experience with the normal development of boys to men. If truly a small penis, one concern is whether or not there is low sex hormones. Sometimes, a smaller penis is normal or may run in the family. Chromosomal analysis is sometimes done to see if there is a genetic cause. The doctors usually can come up with a diagnosis.

Seek evaluation: I would seek out an evaluation by an endocrinologist (hormone doctor). They can help determine the cause of your issue & how to treat you.
