So i know an order to produce sperm you have to go through puberty but can you produce sperm even when your not going through either early puberty or normal puberty?

No: Spermatogonia are the dormant form present in males at birth that must transform into sperm under the hormonal influences of puberty. In males this is first apparent with enlargement of testis which can be rather silent. Without the influence of these hormonal triggers the spermatogonia are not functional sperm.
