~2 weeks have had red blotchy skin on front of neck. not very itchy at all. skin has weird texture where red, kind of rough/wrinkly looking. could it be eczema? what could help it?

Eczema is common: Rashes are difficult to describe in words. Spots may be an eczema rash, allergic reaction (usually itchy), irritant or chemical reaction (work chemicals, cosmetics,...), infection (tinea, ringworm,...), or a disorder under the skin.
