Yes and No: Yes if he still had sap from poison ivy plants on his face at the time of kissing. No if he had already washed well since the last time he was in contact with the plants. Sometimes the sap on peoples clothes or car seats will give you the rash. Sometimes being around burning plants can give you the rash. Best to wash clothes, shower well, and then do a tick check... after coming out of the woods.
