Maybe ingrown hairs?: While ingrown hair most commonly appears in areas where the skin is shaved or waxed, it can appear anywhere. Anything which causes the hair to be cut off or broken off with a sharp tip can cause ingrown hairs. Shaving is the leading cause, but waxing and tight clothing can also cause ingrown hairs. The hair curls back or grows sideways into the skin, and happens more so in people with curly hair.
