Dried out means...: Dried out means different things to different people. If a dry food was thoroughly dried out rapidly, the naturally occurring spores probably won't hatch if they did not have anytime to get soaked. If a person is a worrier, she can rotate her food stores and cook the once-dampened foods first. Otherwise, no worries.
