Hard to guess: Probably depends on details such as: clerical error vs. intentionally claiming that code, the amount of time between the pre-booking and the appointment time, why the doctor felt the visit was emergent (regardless of whether or not others felt it was not emergent), whether or not there is a pattern of this issue with this particular doctor or clinic, etc...
