Depends on details: Sudden or ongoing breathing problems, tongue swelling, or throat swelling or tightening means calling for an ambulance (911 in US) in case symptoms are a life-threatening anaphylactic allergic reaction... assuming the person has not been already evaluated to rule out anaphylaxis. If she is merely having a sore throat or a very gradual sensation of throat tightness, her doctor can examine, too.
