No: Cerebral aneurysms are not "caused" like that. They develop from tiny weak spots in the walls of arteries that are either congenital or develop with aging. Smoking (ANYTHING) further damages the weak spots & may in fact cause weak spots that become aneurysms. A lot of people have aneurysms they never know about because they never rupture.
