I have these 2 little bumps on my face, one was a pimple, and one is not. 1 is kind of hard, and the other isnt... is it a sign of skin cancer?

Unlikely: The description is too vague to sort out what it may be, but cancer is not at the top of the list. Skin issues require direct observation not available on this site. I would bring it up at your next doc visit.
