Ive used saline drops on my 4 month old for a blocked nose but they only cleared the mucus but still congested. my dr prescribed floxinase drops for her, are they safe?

I never use them: Vigorous nasal washout (babies never like it) is the most effective way to help. Just dropping it in seldom helps. The other med is not cleared by the drug maker for that use, but I doubt it would be dangerous. I suppose the doc just gave it to give you something to try. Removing all airborne irritants like perfumes, dust, smoke, etc. will help over time.
