Would a brain tumor case sore, tender to touch spots on back of head? tension headache? occipital muscles both aides but mostly right side in one spot. headache comes and goes every month or so.

No, it doesn't : Brain tumors have other symptoms than what you described, it sounds superficial on your scalp/scalp muscles, painkillers as NSAIDS unless contraindicated, may help, till you get seen by a dictor, wish you wellness
