Depends : If you have “ PPO” insurance you may go to specialist on your own . But may better to consult your doc . First and get advise after exam what may be best next step . Frequently physical therapy is all you need . Your doc may also order imaging studies if appropriate..Call your primary doctor for consult .

Hard to say: When you pay out of pocket for such services you can often do this if the specialist will agree to see you. Some will not since they don't want their busy schedule filled with simple issues a GP can handle. In states/countries where the insurance companies contracts determine such access, you must contact them or read the contract to see what they allow.
