You can!: Petechiae are basically broken capillaries under they skin. They characteristically don't blanch when you press on them. There are a lot of underlying diseases that can cause petechiae, many of which cause fevers. However, trauma (even mild skin trauma) can cause petechiae and you probably will not have a fever in these cases.

Yes: There is no 100% link between the two. Petechia can certainly occur without a fever.
