Is it that having high blood pressure in pregnancy can result in preeclampsia? Or is it that a symptom or sign that you have preeclampsia is high blood pressure? I have hypertension prior to my pregnancy.. I hope the way I'm wording this makes sense?

Im 33 weeks pregnant with high blood pressure. The past two spot urine checks Ive had protein. When doing the 24 hr urine collection it came back as protein g/24hr 0.19 and protein UR 26.7. Are these normal or sign of preeclampsia?
