Little risk: Directly inhaled smoke is the main lung cancer risk. The risk from second hand smoke is a lot lower. And it's inhaled smoke that's the problem, not simply the presence of tobacco/smoke residue on surfaces, in carpets, etc or its odor. Probably little if any risk from simply living in such an apartment. Any very small risk in this situation probably would be further reduced by thorough cleaning.
