Yes: if you are walking at an active pace continuously then a slightly elevated heart rate is normal. 130 is high for just walking. any symptoms such as shortness of breath , chest discomfort or sweating? Feel like your heart is racing? If persistently over 100 or so I would get in to see your doctor

Heart rate: Always possible your heart rate can elevate when you walk, especially if you are walking fast. The 130 is a little high for walking. How do you feel? For example do you feel palpitations or do you feel you may pass out when you are walking. It may be worth talking to your provider and getting a holter test done. It would monitor your rythm while you walk .
