Not a problem: Testis are created from the same basic tissue as the kidneys & in the same location in embryonic life. They travel down as the fetus grows & usually drop into the scrotum after 28 wks.Not finding them would suggest they never made it all the way down. They can be drawn high in the scrotum & are peanut sized at that age.The fat pad of a 3 yo sometimes obscures them.I don't worry if they are found.
