I keep having numbness and pain in my left pain and forearm along with tingling/pulsations under my lips on both sides.

Pain: Left forearm pain could be caused by contusion, muscle ache, tennis elbow. Neuropathic pain from elbow, cubital tunnel, impingement from shoulder or neck. Nerve pain high up in your neck could possibly cause the tingling/pulsation to your lips however for this to be bilateral would be unusual.
