Simple answer no: These entities are different, both in location and physiopathology behind them. As far as symptoms they might behave similarly and that might create confusion.

No: Effectively not. These are two separate conditions. Both arise from a clot: one is a clot to the lungs, the other is a clot blocking the blood vessels that keep a person’s heart alive. Both can be life-threatening, and some of the symptoms between the two may be similar or the same, but they each involve a clot affecting a different place.
