Monitor: What you describe are likely normal resting lymph nodes. They are more often found in the neck because they are not buried within fat or tissue like they are in the rest of the body. At that age the most common problem they could bring is when one swells to golf ball size from infection & needs to be drained to heal. Most often they swell when working & shrink weeks later to rest.

Blood tests/ENT: I would recommend an ESR, CRP and seeing pediatric ENT. Small reactive nodes typically will resolve within two months. A Chest Radiograph may be indicated. Other tests for particular infections may also be performed. A virtual consult may be useful in reviewing his findings and testing may also be ordered. Has he been on antibiotics? Is his growth and development normal?
