Can a 14 week old have a stroke or tear artery from someone moving his head/ neck too far to opposite side of body?

"Opposite" side?: Not entirely clear what you mean by "opposite side" of body. "Opposite" to what? If what you mean is, is it possible to cause a stroke in an infant by moving his head too far out of vertical, I'd say the chances of it are vanishingly small unless the kid has some congenital cervical bony or vascular abnormality. Otherwise, it would happen all the time.
