If stroke was being caused by cervical artery dissection, would there be any changes seen on a head mri and mrv? or would neck have to be scanned?

Yes,: since a stroke results in ischemic damage to the brain, it will show up on the head MRI. A carotid dissection would likely require the neck to be scanned for diagnosis.
