Why would a child suddenly turn their left foot out when walking and almost dragg the leg without bending? few bruises on shin but active.

Needs evaluation: A sudden one sided change in walking posture as described suggests a problem in the hip or knee joint. These are worrisome & deserve evaluation as soon as it can be arranged.
