Isabella's stump fell off yesterday, she has a hardened area of ooze in the middle of her belly button (outtie), is it safe to give her a bath?

Yes: Keeping the area clean is an important way to avoid an infection in that location. After her bath I would soak the area with rubbing alcohol & blow it dry. That will speed up the drying/healing process.
