Not necessarily: A common research definition of colic is 3 or more hours of unexplained fussiness for at least 3 days a week in the 1st 3 months of life. An infants only communication skill is to fuss, so it may represent any desire they have. That would more attention, loneliness, discomfort, or anything else. I wouldn't assume cramps since their belly gets hard when they fuss.
