I think the bag rail at work cut a small surface of my skin no blood or deep cut my last tdap was in 2011 im 19 am i at risk for tetanus ?

No: Although any cut or puncture could let in the tetanus germ your shot in 2011 is effective in protecting you for 10 years from such exposure. If you work with the soil or do landscaping it doesn't hurt to get a booster every 5 years because of extra risks.
