Worry-no : I am sure they are not a desired feature but they do not mean anything particularly bad. For some it can be triggered by the chemicals in some shampoo. Since the suds will make contact with shoulder skin it can cause issues. Methyl parabins are one group that can trigger skin reactions but there are others. You can look up a list of chemicals in shampoos to avoid & see if it helps.
