The basics: By federal EMTALA law a Hospital ER must evaluate anyone who presents for care & be sure they do not have need for immediate care to protect life/limb before dismissing them. That does not mean you will not incur charges to which you will be responsible but it removes the notorious "wallet biopsy" that may have occurred in the past.
