Depends: 71 is normal.What were you doing when was 160-exercising ,running,etc.Also how was the heart rate taken and how long was it there and what were you feeling at the time.Write down all of this and how often make a diary of this and make an appointment with you doc.

Agree with Dr. K: If your resting rate is 71 and is 160 with exercise, that is normal. After clearing with your doctor you should start exercising regularly, for at least 150 minutes/week.
