Allergic reaction : This sounds like possibly either an allergic reaction (soap, cosmetics) or inflammation of the eye lids called Blepharitis typically caused by clogged oil glands on the eye lid margins and rarely bacteria. You can try eliminating exposure to potential allergens, and warm compresses to eye lids. I recommend you see an ophthalmologist for an exam and recommendations for treatment.
