Not likely: The question becomes whether it’s the propranolol, what it’s treating, or whether it’s too effective or not enough. If you’re taking it for (performance) anxiety, then maybe the dose is not effective. Too much of it can block the heart from working, either of which may cause the symptoms you’re describing. Mind re-posting the question providing your resting heart rate?
