For the past three years i have been told my heart is beating too fast why is this when i have a pacemaker fitted.

Rapid rate: A pacemaker doesn't treat a rapid rate but allows you to take antiarrhythmic medications without slowing your heart rate too much or protects you from too slow a rate. Is your thyroid function ok? Is your rapid rhythm sinus tachycardia or atrial fibrillation? Your cardiologist is best to advise you.
