Anesthesia reaction: Are you positive that it is related to anesthesia. It is not a complication of surgery? Talk to the doctors.

Change in Function: Talk to the doctors/nurses who cared for you father prior to, during and after his anesthesia and surgery to attempt to determine what was responsible for your father's functional change. Also request a consult by experts that might be able to shed some like on etiology - would start with getting a consult with a neurologist who might request testing.
