They are different: Bipolar disorder is when a person experiences both extremely out of the ordinary moods (e.g. Reduced need for sleep, feeling high but with no drugs, etc) which then alternates with clinical depression. These two cycle back and forth. Borderline personality disorder on the other hand is a long-standing set of traits that a person has that include fear of abandonment and extreme emotions, etc.
