Dermatitis?: It's pretty much impossible to even guess the cause; more detail needed. Start by washing with soap and water once or twice a day and keep the area dry with talc or corstarch. If that doesn't help, try an over-the-counter cortisone cream, e.g. hydrocortisone. If it continues, see a doctor, especially if it's painful or develops open sore(s).
