More Info Needed: Hard or soft? Attached to the bone? How long has it been there? Movable? Pain? Without any other information your best bet is to see a local dentist for a consultation.

Many possibilities: Location/size/duration/moveable/compressable/painful/color/growing/etc. Can be caused by blocked minor salivary gland, tooth abscess, gum abscess, virus or bacterial infection, boney outgrowth, neoplasm, and so many, many other things. Please see your Dentist for an examination and imaging to determine the cause, and thus the appropriate treatment.
