Lots of things: Could be a small boney protuberance called a torus, a blocked swollen minor salivary gland, a draining abscessed tooth, a gum infection, or one of innumerable types of lesions. Has to be examined to be diagnosed. Please call your dentist for an appointment.

Hard or soft ?: It might be a bony exostosis. Your dentist can tell you for sure since it needs to be visualized.
