3y old broke forearm. tonight while bathing her, with a sealed arm cast protector, cast got wet inside. how do i dry it or should it be replaced?

Hair dryer: You may be able to blow it dry with a hair dryer on low heat. If this seems to work & the cast remains firm, you do not need to replace it. If a little water got inside it will be no worse than the kid sweating. However, if you are concerned it is not stable have it checked.
