Normal: There are blood vessels close to the skin that release heat as a normal way to regulate body temperature. This is normal. If the child is sick or not developing well, then take to doctor

Depends: In small infants, the head represents 1/4 to 1/5th of the total body surface area compared to 1/20 in an adult. The infant regulates its own body temperature by radiating excess heat away from their body from the scalp/head. This is often a normal event if the core temperature is normal but can also be present when the kid is sick ( higher core temperature).
