Clean it & see: The whitish stuff is likely smegma, a normal body secretion that can build up there. You can tease it off with a wet Q-tip or bud, and wash the remaining area. This debris can become irritated & trap germs. If cleaning/rinsing the site solves the problem within a day or two it is just that. If not, I'd have him seen.
