Doubt it: Such a bone age suggests he is nearing the end of any possible growth. It also suggests he has had an abnormal hormone or other problem that has accelerated his bone age. I would find a pediatric endocrinologist immediately to see if they can intervene and delay growth plate closure so he can grow taller.
