Yes: Diet plays more important role in your weight than exercise. Regular exercise including weight lifting will help you acheive your goals more effectively and has other health benefits, but you can do with diet alone. Avoid gimmick diets and lose weight quick claims. There are no shortcuts to losing weight.

Puberty: A 14 year old male should have some significant bodily changes over the next few years . During puberty the body makes a lot of testosterone. Aside from lowering your voice and adding more body/facial hair, it will also likely increase your muscle mass and strength. If you exercise during this growth phase the muscular changes could be more pronounced. Regardless, being active is a good idea.
